Re-released Update 5.9.3.6

Version 5.9.3.6
+ Added: Russian region support (not playable via bns buddy)
+ Added: By region AES key for xml files
+ Fixed Bug: A measure I have implemented was not compatible with every system language
+ Fixed Bug: D912PXY Update Check would do a seperate thread and users would still be able to modify the toggle and break the ui and crash

KNOWN BUGS: Switching between regions that bns buddy did not detect will throw errors. Switching back as well. I'm currently working on a fix.
