Solved Stuttering-Issue (is it because of Ryzen 5 1400?)

Hi, my game freezes every now and then for 0,5s. Openeing the menu causes a 0,5s freeze too, and mouseovering items in inventory (or doing other interface-related stuff) drops the fps badly. All this happens on lowest graphic settings as well as with the settings for low-end PCs.

My PC:

- GeForce GTX 1050 TI
- AMD Ryzen 5 1400 @3,20GHz
- ASRock AB350M Pro4
- 2x 4GB DDR4 RAM
- be quiet! PURE POWER 10 - 400W
- 500GB SSD
- Windows 10 Home 64-Bit


What I've tried so far:

- compatibility mode - all windows versions
- 32- and 64-Bit client
- reinstalling windows
- disabling all unnecessary services and programms in background (antivir and firewall too)
- changing nvidia-profiles and settings in nvidia control panel (such as using only GPU for PhysX)
- switching GPU to my old GeForce 9800 GT


I've none of these issues in other games, and I have this bad feeling that there might be compatibility problems in Blade & Soul with this first Ryzen-generation.

What else could it be?

Any interface bugs is the same for everyone, But is only a microsecond for me.
Any nvidia fixes applied won't work if your nvidia settings aren't set to use profiles under images & preview(if i remember correctly)

The game doesn't only freeze when doing interface related stuff. It stutters every few seconds in some areas.

Also I changed profiles correctly (watched a tutorial for it).

No tutorials show's what I'm showing you right now.
It's a crucial part and it's missing from pratically all tutorials.
