That's not low end.
Just old hardware...

You have 8gb of ram, so, you can TRY to enable "no texture streaming".
Your cpu should be overclocked as much as you can, while keeping it at a safe temperature.
You can also try enabling d912pxy in the Extras tab.

You should try changing your settings to 3, then go from there.
Try setting "effects for others" to 1, if you can.
Always enable "high quality motion blur" (just enable it, dont complain, JUST DO IT).

From there on, just try.

Okay great I’ll do that I have been using the auto option in game but I’ll try this also do you recommend the 32 bit client over the 64 and another thing I’m upgrading my gt640 to a msi 270 2gb will that also help? Or should I stay with the gt640?

The game is CPU bound.

Increasing the GPU will help a little with some settings, above 3.
But the CPU is always a bit on the weak side now-a-days.

Don't get me wrong: it's still a fine CPU.

Regarding 32bits and 64bits, it depends.
There's advantages and disadvantages on both:
  • 32bits is said to be faster (it runs like hot shit for me) and has less stuttering (it's nothing but stutters for me)
  • 64bits is required for d912pxy
  • 64bits is absolutely necessary for "no texture streaming", required to fix/reduce some stutterings
  • 32bits crashes ... a lot ... if you dream about 4gb of ram, it crashes
  • 32bits is a BAD IDEA in raids, SPECIALLY IN THE LAST BOSS
  • 32bits can't be used if you want to use a mod that requires "no texture streaming"
usually, nudity and high-quality texture mods require this
Try it, see how it goes
