The whole world is having the same problem . Ncsoft changed the AES key.
Try this to see if you can open the xml.dat file....

Have you try different keys? You need to select the key for your region first. If it don't work, try to select key from other region. I can extract the xml.dat files using the Ru/KR key, for Taiwan.
