There's tutorials online on what to do, as it isn't a software I use or tried messing around a lot.
Make sure that the output device is virtual cable, and not the soundcard you have.

Are you sure you don't have the d912pxy mod installed?
Are you sure you have "Use cloud settings" DISABLED?
Are you sure you have read the file Documents/BnS/[...]/ClientConfiguration.xml and verified the...
NCSoft won't help you.
If you have the dx912 thingy, it causes that.

Different people get annoyed by different things.
And the term used was "time consuming", which I don't agree or disagree.
It does consume time, but nothing that matters.
Now, please, tone down and refrain from jumping on others' throats over minor things.
I highly doubt we can even edit that, as I believe that all cooldowns are in an encrypted file.
Or they are synced server-side, as the server-side needs to validate the inputs you send.
(This last bit I'm not exactly sure, but I wouldn't be surprised if it is accurate.)...

Moving skills around is an incredible pain in the rear end.
What you want to do is EVEN WORSE than a real pain.
I would save my sanity and not try that.
If I were you, I would try just swapping the skills, it's a lot easier.
It is still a pain in the read end, but well...
