"An AES 128-bit key can be expressed as a hexadecimal string with 32 characters. It will require 24 characters in base64."

Latest Buddy update MIGHT support latest ue4. Let me know if it works or not.

Unfortunately as of 30/10/2020 on Buddy 5.9.6.0, it seems like xml64.dat can be read and modified on UE4 Frontier server, however, the game crashes right away when the xml64.dat is modified. Sounds like Frontier is using something different to the retail game.

Can you pack the bin/bin64 folder in a rar or zip along with config.dat/xml.dat?

Here it is:

332.6 MB file on MEGA

mega.nz

There are only 64 bit binaries, it's in BNSR/Binaries/Win64, and all the dat files is in BNSR/Content/local. Not sure if you need the Engine folder, but it's in there too.
