I'm sorry, but you need a new GPU.
You can find an RX570 4GB for pretty cheap.
The 210 you have is what's known as a "display adapter": it's powerful enough to make an image be visible and that's it.
Not gonna lie, the CPU is very very outdated as well, but it should launch the game and work very slowly.

Yeah CPU is slow and the mother bord is low i know can i buy this Vega card RX 570 4 GB it's no problem i can play in low Graphics but need Photo Form you to show me the Vega card because many cards in the market used there is 8 GB and 4 GB i confused = I just need work the game on my PC Thank you for answer me!

The problem isn't the CPU being slow, but the lack of some SSE instruction extensions.
But seeing that it only complained about DirectX 11, it might be fine.
You can buy any - 4GB or 8GB, but those won't be having support for that much longer, so, just get the 4GB.

You just want the game to work.
