That's a compressed zip file. You extract into the patches folder, where the BnSBuddy.exe file is.

I made a mistake: it's the addons folder. Not patches.

It's just basic standard operations you do with basic tools that any operating system has:

1. Download the .zip file
2. Open it - usually it's just a single click
3. Open the folder "addons - 12-05-2021"
4. Copy all the files
5. Go to the folder where you have BnSBuddy.exe
6. Open the addons folder - create it if it doesn't exist
7. Paste

Done!
BnSBuddy will see the addons.
