Addon How to use conditional statements flexibly?

Now I only know that < condition skill = "..." / > is used to activate a skill in the specified key position in the following code when a skill is available (including CD).
Is there any other use besides that?
Can I add CD conditions?
For example, I want skill B available only when skill a is on a CD.

For simple mode, just put the skill B after A.
