Curious network command line

i found this line of commands interesting while i was looking into the xml for something to make me hit a litte bit faster and increase my dps since I have high ping. Does anyone know what this command lines means ? or someone already tested with this values?

Quite honestly, I don't think that many of those are used since the ping is tied to your skills.

This is true for EU/NA.
I don't know about other regions.

It's for the internal ping tool that gm accounts can use.
