You can fuse conditions of 170490 with 170210 (regular Dragon Helix) and 170191 (regular Awakened Dragon Helix) to make Curse displayed only when a regular Dragon Helix is available, so you won't cast it when Cursed Dragon Helix (and Awakened) will be available:

It's the skill variation depending on how you've set up your spec (=skills grid). You can use variation ID to precise which Bullet Storm or which Darkshot you use (boosted ones or not).

They've just fixed the way Dart 1/2/3 are available to cast. Before patch, Dart 2 and 3 just covered Dart 1 but Dart 1 was not disabled, just hidden.
Now, when Dart 1 is cast, it is in cooldown and you have to cast Dart 3 to reset cooldown of Dart 1.

If you are using Cold Blood (+damage for Darkshot), you could even delete Medium Focus Bullet Storm and just keep Full focus Bullet Storm.
In this way, with appropriate stuff, the game will display Bullet Storm only during tab buff and Moonshine buff (there is a 4 sec full focus buff).

No, Simple Mode displays Dragon Call/Dragon Helix only when it's available (meaning enough orb to cast it) and not in GCD (the hidden cooldown that prevents from spamming a skill over 9999 times in a second, even if the description clearly states that is "instant cooldown".)
