Have you tried to run the game without using BnSBuddy and see if the error happens? The idea is to have a completely unmodified game and see if that still happens. If it does, then you have to check your antivirus.

Addons can't do such things. There's a mod, somewhere, that "removes" loading screens.

That's a .xml file. It doesn't "run" because it isn't an executable. You probably are talking about bnspatch. Please read the instructions for bnspatch.

You're welcome. Usually it is because of the ISP, but it isn't always the case. It's good to know it is working correctly after using a VPN. It's bad because it really is something between you and BnSBuddy. I would try to manually add the DNS 8.8.8.8 or 1.1.1.1, and see how it goes on the...

Please try a VPN, make sure you don't have the antivirus blocking the connection, reboot your router and all those basic network stuffs you do when network isn't working. Oh, and try to flush the DNS. And that's all you can do.
