Wait how did you only find one, but not the other, when the two are linked to each other??

Basically, there is a forced wait on a loading screen so you can read the tool tip. So if you load stupidly fast you hit a small wall. Removing that time lets you load just a tiny bit faster, hence why if you're load slow already. It's not gonna help period.

Not talking about Cutscenes, Cupid.
