Fuck it's been a long time since I used the modtool, but if you go up a couple of folders to like Local you should have another folder like Korea or Japan or some shit, inside it you will find another empty CookedPC folder, that's where the mod files should end up.

Atleast that's how it was for me, I'm on EU for reference and I guess the mod tool made the KR/jap folder.

you can't just use "replace left to right" button anymore you need to manually edit the outfit number with hex workshop
